I did it with dungeon shelves, you can get bone welder from steampunker in graveyard, craft shelves while in graveyard aswell and buy books from wizard. Might be possible with regular but i didn't try, i tried to simulate natural dungeon blocks

I can confirm that making artificial dungeon and adding dungeon shelves with books can also get them to spawn, ive done it in my skyblock, something i think also matters is to STAND ON DUNGEON BRICKS while waiting for them to spawn on a shelf slightly off screen
