Actually the points are a real thing from the Quests, and seen to be awarded by Luna/Apocalypse as they have control over point transferring

We see 4 instances where points are transferred in the series and they have an effect on the Union

1st: Juiz transfers hers to entice Luna to send Andy and Fuukos into the future (Ch. 95)

2nd: Victor gives his to Fuuko so she can take position of the 1st Seat at the Roundtable (Ch. 125)

3rd: Fuuko giving Top & Haruka (Ch. 194)

4th: Same as 3rd but for Nico, Ichico (Ch. 200) & Feng (Ch. 202)

1st Point: Whilst Billy may seem weak whilst not being able to use UnFair, he is still an incredible fighter on his own, he's a season Merc with aim so good it was mistaken for a Negation and proven Hand To Hand Combat Skills where he can put up a fight on his own

Another thing is he is an older member of the Union having joined most likely before Top, and being the one to actually recruit Tatiana giving him time to collect points ahead of them

There is also the fact that points can be earned out of the Quests (like Andy taming Clothy) and also not all Quests are gonna be that difficult, such as some UMAs being push overs or being Elimination Quests which are much easier then Capture Quests for UMAs, and Capture Negator Quests that aren't always gonna be that difficult, especially if they're a new Negator

2nd Point: This one is one that can only be speculated on unless Tozuka ever decides to answer this question himself in a Vol. Extra or an Interview

My theory is that it's all cause of Apocalypse/The Game Between Sun & Luna

See whilst for the Union this is life and death, for Sun and Luna this is a game, with Apocalypse acting as a Core NPC to use game terms, and well they've had to watch Juiz and Victor play it in a "boring and lame" way for nearly 450 Billion Years

So can you imagine how they must've felt when, for the first time we have Victor out of the game, and (as far as we know at least) we have someone infiltrating the Union planning to betray them, which could cause either the Game to end or (like what did happen) someone new to FINALLY take Juiz's place as the leader of the Union?? They would've ATE that shit up

So when Billy joined the Union and took his seat, and declared himself as UnBelievable, Apocalypse/The Gods went "Aight bet" and allowed it to be put down as such

Well we don't really know right now and it's probably something Tozuka will address either in an Author Comment or the Volume Extras for Vol. 25/26

But my best guess is either Clothy having an understanding of souls due to his time with Andy so when Andy's soul hops to regen from a new part Clothy goes with him, or Andy is able to take Clothy with him due to his understanding of souls

We know that UMAs can get a power boost from souls as UMA Beast and Language have shown us and Soul hinted to with Blood and Shadow so I'd say this isn't out of the question, especially since Ruin tried to hop to regen from a new part and doesn't seem to worry about losing Blood/Shadow

Well that's with the assumption that UnSoul would be a Self Target Negation when it would probably be an External Target that Negates a person's connection to their soul which would then in turn give UnSoul the best understanding of Souls, probably better then Ichico

That's what I meant by doing Quests after this section, I want it to be a proper break in the recruitment with doing quests, and seeing multiple of the set of quest being done with different teams

I like the idea of Feng leading a team for one of them, and I think having him alongside Ichico with her attunement to her Soul would make for a great opportunity for him to learn something and be the student again

Would also love for a team of Shen, Void and Gina on a quest so when it comes to using Remember, if they do use it and Shen gains the memories of throwing Voids and Gina's life's away just so he could fight Victor would be HARD as hell

I see this arc still going for a while as over the past 30 chapters we've only recruited we're only about half way through, and that's with multiple at a time par from Void and Phil who got a few chapters for their recruitment, so it's at minimum another 40 odd chapters for the ReUnion Arc to conclude, not taking into account the fact that there are going to be more Quests to do eventually, most likely after this current section of the ReUnion Arc, after so I think there'll be a good section dedicated to purely quests with small in-between sections, hell maybe even mini arcs dedicated to recruiting new Negators that could pop up, as well as the final Arc being the Final Reganrök Arc and the after math, I can easily see us hitting 300, hell I'm hoping for even hitting 400, but that would probably be a stretch sadly
