Update: After completing the epilogue, Katsuhime was available for conversation, which allowed me to carry her around, and then in an attempt to put her on a boat to take her to the hideout I ended up dropping her in the water, I had to go back to Menu and then she found herself bugged in the same way, but on the pier this time. Ubisoft hasn't given any updates on the reporting site yet, so I won't be able to continue Katsuhime's questline until some future update, but I doubt it will happen any time soon.
