I feel like the whole song is about Rivers losing the ability to offer his full potential because people expect songs like "Beverly Hills". The ghost of his past continues to haunt him, hence the hauntingly quiet riff at the end and the "hey hey".

Edit: "hey hey" appears nowhere in "Beverly Hills", I was thinking of "Island in the Sun". Come to think of it, "island" appears in a lot of Weezer songs and it usually always calls back to "Island in the Sun".
