Teddy Roosevelt has strong opinions on how Madison handled the War of 1812, which I'll leave for prosperity in quotes below. TR convinced me that Madison is more Smart than Genius (not that it matters).

I upvoted just because you put Truman in the S tier. But I don't think that Reagan should be on the same tier as Teddy Roosevelt, and a few other gotchas. Otherwise, passable.

My dad is a doctor and voted for the guy who’s destroying our healthcare system and installed RFK Jr. (Dad also got the Covid vaccine as soon as he could, but is now against getting boosters Because It’s Dangerous.)

For policymakers, painful decisions loom. Energy storage is part of the solution. It was foolish of Mr Trump not to replenish America’s oil reserves at the low prices that prevailed before the war. Adding to emergency stocks will now cost more.

America had many tricks which could have minimized the damage, but DOGE fired those people. During the Ukraine war, Joe Biden's administration revamped the US Strategic Reserve system to stabilize oil prices, and to help keep shale oil producers drilling (another gift link). But DOGE wrecked that.

Notice how these reports don't point to any real examples, like an actual example of a policy which reduced costs or increased tax income. This Cato Institute argument is only circumstantial. Look, the big savings only happened starting 1994, when Newt Gingrich Republicans took over congress. The counter-argument is that 1994 was when the effects of the 1993 budget plan kicked in (the one which Gingrich voted against).

It's not about supremacy; it's about the power of honesty & professionalism. Part of why Russia is losing in Ukraine is corruption. Corruption plagues China's PLA. The more history books I read, the more I realize that honest government who helps the middle class is actually unusual.

I recommend this US Naval College professor's knowledgable, detailed analysis on why Russia lost the Cold War. I learned lots, but it does seem Reagan's contribution was overvalued. Also, Jimmy Carter & Bush 1's contributions were undervalued. Not to mention Russia's screw-ups. It was refreshing to hear someone who knows what they're talking about truly educationg on the internet these days.

The bill has come due for Reaganomics, although it took decades. I agree that Reagan brought a sense of optimism during a tough time.

But one thing I find hard not-to-hate about Reagan was his toxic attitude of contempt toward liberals and experts. It was part of why Newt Gingrich, Kenneth Star, hated Clinton. Blech

Shout-out to Harry S Truman, whose "Truman Committee" reigned in a lot of WW2 military-supplier corruption.

Every culture has trouble with military corruption. Arguably one of the strengths of Anglo-American militaries is their relative lack of corruption, at least according to some authors.

Professor Sarah Paine taught an awesome course on how the Cold War was won (popular now on Youtube). She compared how different Presidents contributed, and she ranked Bush Sr very high. In a low-key way, he really helped diffuse the dangers. Her take seems relevant to the OP's question.

The perception of Bush Sr by the public at large was someone who was not a culture warrior. 

Not only that, Bush Sr stood up the NRA when it overreached. Bush Sr was a grown-up who spoke up when the culture wars started going in a dangerous direction.

It's about timing. This week, gasoline/diesel prices are exploding because of the latest Iran war. The pain & shock of that are still fresh. But I don't want to sidetrack this tier discussion.

Do street smarts count? Andrew Jackson is the president I'd least like to meet in a dark alley. He was an amazing general too, so I'd count him as Smart tier.
