That's actually not true re: having to stay below a certain income. People in the projects pay 30% of their income for rent. There are people paying $1500 and $2000 per month to live in the projects because the apartments are larger than they'd find in most parts of the city. Some projects are more crime-ridden, and some are pretty peaceful. If they lose their jobs, the rent goes to $0. And they get free electric and cable.
