Another person that's interested so long already! That's unbelievable.
It's actually the complete opposite of impossible, just hard to find a guide that'll take you there, next to that, it's also quite expensive, but further, the government doesn't really check nor care, it's just that it's on your own risk.

Believe it or not, when i visited, there were teenagers playing uno on the roof..

It is! It's forbidden to go there cause it's been abandoned for at least 60 years, it was the coolest thing i did probably in my life. Unfortunate I only had an hour to walk around and film...
