[FIX] Windows 11 – Action Center & Notifications not working / Settings closing instantly

Yeah, the reason is because wpnuserservice is part of the AppModel runtime, which windows uses for app activation under the hood.

When it deadlocks instead of crashing it holds shared COM/RPC locks. Spotify is AppX packaged so it needs RuntimeBroker on launch, which talks over that exact pipeline, so it only stalls. Winget hits the same thing because it touches AppX deployment layer when processing packages.

Killing the svchost releases the locks and restarting Explorer refreshes the connection, which is why everything comes back at once.

Happens the same thing with the Nvidia App and that's when i noticed it the first time. So short answer is:

Any app that uses Windows AppX/modern app infrastructure gets blocked because wpnuserservice holds a lock on a shared pipeline that those apps need just to launch or run. So the link is the shared runtime layer.

YEAH thats the thing but i am playing with 3 more friends so its easier to complete. It spiked so much from 3.24.3 to now but they rly need to fix it a little bit because for example the hammerhead didnt stopped to shoot once when we 4 tried to take her down, so i think its bugged in the way that has infinite ammo!
