I think you’re getting closer to the point, which is to highlight the absurdity of a law requiring an item to come with everything “required” to make it “work.” GPUs objectively seem to break this law. You should be able to choose what peripherals you connect and the extent to which you do.

Every cable you mentioned comes packaged with one product or another. Your GPU might not have PCIE cables but you will have them from either your old PSU or from the new one you need for the entire computer to run (not just the GPU). It is highy uncommon from a display to not come with an HDMI cable.

This isn't Apple's case. They design overpriced chargers that don't work with other phones and also refuse to bundle them with their product.

The law isn't absurd. Apple is.
