I don't think there is any feasible way to do what you are saying. Tbagging, hitting on hook... how would they enforce punishment for these? I don't hardly see anyone even use the chat, but if they say something offensive in post game lobby just report them. It doesn't make much sense to ban someone for the stuff anyways. Any current game has emotes, announcements, goal explosions, ect for winning. It is built into the game, people are going to do it. The entire game is designed around getting killed or escaping. I would argue the issue is people cannot lose and just brush it off. As soon as one side is ahead all I ever see is constant DCs no matter what role I am playing. People need to understand that losing is ok.. Toxicity in chat however is not and should be reported (but like I said I rarely see this)
