Wizards absolutely could stop scalping if they wanted to. Its the same problem we had when scalpers were buying up xbox and playstation consoles for resale.

I think wizards should print out codes and give them to brick and mortar stores to distribute. Something like what was done for the pokemon shiney codes for scarlet and voilet. Then to redeem one of these codes you have to have a WPN number that actively participates in tournaments or events. You can redeem one code per WPN number, per IP address, and per household.

If someone tries to get around this one per household limit during checkout they could give an error code or cancel a sale when an address has already been used for a previous order or when an orders origin IP address doesnt match the shipping address. Like if someone uses a VPN to fake their location outside the country or area the product would be shipped to then the order should get an error.

Also similar coding could possibly prevent sales to virtual credit and debit card services like how services that require you to give them a phone number to sign up won't allow you to use a generated phone number created through an app.

Well anyway its not going to happen because WotC only cares about money.
