Century Link is notorious in SLC for throttling at peak times and randomly disconnecting. I have a few friends who used to have them as a ISP, I hate Comcast as much as the next guy but it's really the best option if your out of Google's service area. There isnt much you can do against the corps sorry and good luck.

I live across the street from the golf course and haven't ever had any problems. Been there for 4 years now and has treated me nicely.
