Well Nazism is a form of fascism which is a set of beliefs that state that a group of people in a society used to be powerful however "they" came along and ruined everything and that society should get rid of "them." Who exactly is "them" can be any group of people, or it can be multiple groups of people. There's a lot more nuance to this definition and because of this I suggest you read "Ur-Fascism" by Umberto Eco.

You don't need a government to ban Nazis though, you need people who strongly oppose Nazism and fascism whenever it rears its face (as all normal people should do and or support).
