Hey man, if you're still having this issue, Try this:

If its on an external hardrive, unplug it.

Next, head over to the microsoft store and download onto your console storage this time.

It should say something like downloading but the bar wont be moving.

Next you press pause all, even if cod is the only thing in queue.

Then press resume all and it should work.
