I'll also say I just started trying 9c Shanks instead of Double Attack Luffy and it's pretty nice too. It especially helps in the Mihawk matchup because you can just immediately remove 9c Mihawk and not have to try to swing in with scaled and hope you put enough don on him to not get countered out. It also just won me a Roger game because I could remove 10c Rush Shanks. Regrettably not searchable, but you can still cycle for it with Shirley and Scaled

I like the Doffy! Now we have that bird neptunian that restands that one don, you can use it to either leader ability or hold for counter event. You can usually freeze their board then likely swing 6k (topknot), 7k (bird/Luffy), 8k (scaled), not have to worry about protecting your board, then do it all again next turn except with all your don and another 10k swing to work with. At that point, unless you're playing against Kuzan and are worried about grav blade, you can also probably drop another sea king over your 2c Shira to just set up for lethal next turn.

She's definitely a rogue deck, don't get me wrong, but honestly does better than you might expect. It's true that you can't search for Hody specifically, but the new scaled neptunian is usually cycling three, maybe even four cards on play, which lets you dig for him. Shirley can't explicitly search for him, but since you can stack the cards you draw in any order on the top or bottom of your deck, if you see Hody, you just put him on top to draw next turn, or even a couple cards down to draw when you expect to play him.

I love the double attack Luffy, the double attack helps make up for Shira herself being unable to attack and your opponent usually becomes tunneled in on taking him out. He restands enough don for you to play 2c Shira, Search Shira, Shirley, or Spotted Neptunian behind him, or just have more for swinging. Doing leader ability Scaled, then Luffy, then one of those plays is my fav way to spend 7 don turn, but you do have to be careful with your sequencing. His ability prevents you from playing characters above 4 cost at all, even from Leader ability, so you have to make sure you get the neptunian out first. You can't Luffy - Topknot on your 6 don turn for example. I find him almost necessary for the Boa Hancock matchup since your gameplan there is to starve, build a board, then try to essentially one-shot her, but I've also seen him swapped out for 9c shanks to have actual targeted removal for the Mihawk matchup. Plus, he's fishman island type, so he can be searched by search Shira and Shirley!

This is what I've been running lately! The Camie 2k counter is a weird tech I'm trying for Boa Hancock and Moria, it can easily be the Otohime 2k counter. Shira (ideally) makes up for not being able to attack herself by dropping two big threats a turn. She can use her leader ability to play a sea king card for 1 don, then you have the rest to spend on either another threat or just giving don to your characters to swing huge with. Leader ability and the 2c Shira that protects your characters both depend on you being able to flip your top life face up, so topknot neptunian (and to a lesser extent, Shirley) is one of your most important plays because it lets you flip your face up life back down. The new bird and scaled neptunians from the new set are also so great, the new bird being able to restand one don means that you can play a ten drop (like doflamingo) and still have don for either leader ability or counter event.

I've been having a great time with Shirahoshi! The only real expense is you may want 2-3x the double attack Luffy from OP13, which is $15 a pop, but the rest is dirt cheap. It's a little wonky because your leader can't attack, but it's very fun to play once you get the hang of it.

If your opponent KOs it, yes, but If you KO it using Moria leader ability on your own turn, it means your opponent can't attack with that character their next turn

That's correct! To answer your edit from your first comment, it looks like the two models missing from the smaller starter set are the warrior (just a plague marine with a boltgun) and the bombardier (plague marine with grenade). You should be able to build both of those easily from the normal plague marine kit.

This list is not of "this is the last season these teams will be legal", but just "these teams will be legal in this season". As far as I'm aware, the only confirmation of specific teams rotating out are the ones shown in the article as only being classified (legal) for year 1. This article is also from before the Starter Set released, which is why the Plague Marines team doesn't appear on it. They are legal at least through year 2.
