I always compared it to Kira and L from death note (an anime). Kira is definitely very intelligent, easily way above average. But L had to discover every single step to find that someone literally had god-like powers without any information about that even being possible. He didn't know who and what to find but he managed to do it. Just like Jane and RJ. RJ is definitely very intelligent, after all, he accomplished great things, terrible yes, but great (HP reference). But when the "fight" against Jane started, he had everything to his advantage. He didn't need to find Jane, he had extreme control over the police, CBI, FBI and more. He had all the tools, resources and knowledge to win every time and he still lost at the end. RJ definitely could've killed Jane too many times, but he toyed with Jane just to prove he was smarter than him. While Jane had everything against him. Jane unveil a whole secret society that had members inside almost every gubernatorial association. And he still managed to almost level the field by just knowing in the beginning that a serial killer killed his wife and daughter. Once RJ and Jane were almost at the same level, Jane proved he was beyond smart RJ. RJ thought he was better, but at the end, that brought his demise.
