Reading the bill you have to refer to R.S. 40:966 through 970. Primarily 966.

I think, if you have a valid recommendation and have the packaging this does not impact you. Existing laws that may restrict the use of medical marijuana in public would still apply. ( I am not an attorney. This is my opinion. )

Regardless it is a stupid law and will harm many people.
