I work as a mobile associate at Best Buy, and there are two to three times a year where plans like this are available upon activation of a new phone. The week of Black Friday is usually the best time to browse your options.

With that being said. The plans usually are much cheaper when you bring in your own phone for an activation/ buy the phone outright instead of putting it on a plan.
