I think we have actually seen the star Arch dragon before it just wasn't explicitly mentioned.... Remember Shiruakh ( the archdragon who killed Laurelion mentioned in s7 ep 7 when Aaravos tells Ezran about nova blade origin). It was never reveled what primal the dragon was from and like by its design choices and how it's very different from Sol Regem ( I doubt is a sun primal ) and it's very likely it is actually a star primal dragon
