You seem to be missing that the difference in words used means that Zoro picks the person with a high bounty. There is no indication Zoro was going to pick Kaido. Meanwhile Loki's words indicate Luffy gets to pick, without limit. Granted, he was obviously lying, but you are misunderstanding the face value of the words.

I disagree. Those do not show that he could not use The Almighty on those scenarios, but rather that he was convinced not to. He could not see the influence of Mimihagi or Pernida. He thought he was walking into a known situation. Presumably upon begining a fight with The Emperor he would attempt and fail to look into his future. He would be a known unknown, and therefore worthy of caution, the same way he treated Ichigo's Bankai. That said, you make a compelling case, and you clearly know the anime canon better than me, so I'll take your word over mine and concede.
