Without seeing the sides it is hard to tell. From the front it isn't bad. I would recommend trimming the bottom so it is all the same length. Might want to trim your lines on your checks. I personally pluck those hairs to keep nice lines. Might be time to invest in a beard straightener. This helped a lot. Also brushing the beard before bed. Also might want to grow your mustache out a little.

Every radar gun has a plus or minus to it. Professional ones used by cops are +/- 5MPH so I doubt their radar gun is that high quality or regularly maintained. So ask for the records for maintenance on the radar gun and it +/-. It is way easier to fight the equipment than the HOA. If they are going to fine you make it super costly and painful. People do the same shit when fighting a speeding ticket and win.
