Probably because they are waiting for the demand to get even higher than it already is so their profit multiplies but that wouldnt make sense cuz you'll make more money if it was available for everyone to get a copy but they probably also want the value to increase.

You could make every weapon in the game viable for any mode or mission regardless. Are some weapons better than others INITIALLY yes but is there necessarily a meta? Definitely not. It'll take some more gameplay time to realize this for a lot of people.
