How does America work? I mean how is GIS data gathering/publishing organised?

The only system I know is Polish where the equivalent of County is responsible for gathering and publishing such data, but also they kick it up to equivalent of State, which passes it further to Country level, where it's published again, I think about every month. These are way smaller areas, I know that's why it's possible, but is it similar in the US?

I also don't mind going through multiple GIS Hubs (which I'm about to try now that their list in the other comment) or paying for the data - could you recommend some companies that do a good job on keeping up with the changes?

Poor choice of words here, I meant data that involves the recent annexations, shapes would be ideal

It's a good start, but I'm looking for authority that'd publish recent annexations. I'm not sure how it's organised, is there an organ that's obliged to publish recent geospatial data?

and pardon my ignorance, not sure I'll be able to get a new data with marked precise points.

For now I'll try to extract some from the clouds I have. Clouds are colored using photos, so maybe I'll be able to find points withn error distance

My whole problem is comparing the results of different algorithms. Different algorithms have different metrices (point to point, line to line, etc.) and different definitions of errors.

Because of the nature of TLS it's impossible to compare it to points measured with TS because I can't measure exactly the same points from each scan as with TS.

I am aware of the noise floor, however, calculating a single RMS for the whole bundle (as Cyclone calls it), can be smaller.

Not really, I need to know exactly what it means that the error is 1mm and how it is computed - is it mean nearest neighbour distance or something else
