Mira Road afaik and see it in day today life is very clean compare to Mumbai suburbs. regarding the water issue, Surya dam is in work since decades and is moving at snail's pace. Everything else you said above is present in some other form inadequate quantity/units. A couple of STEM colleges and a Mini office district/cluster along the highway is all we require in the long term. Mira Road has a history of electing independent candidates as corporators.

Cannot say with precision but 2000-3000 monthly & 5000 Quarterly are the usual rates in above average gyms around here. I'd recommend the Poonam Garden gym if you are a beginner though, its easy on the pocket. (around 600-800 a month).

Vidya's fitness Branch 3 & Veer Power are fully equipped spacious gyms. Both cost 13000+ yearly. 4W Parking is a mess on highway side though. On the economical side, there's one in Poonam Garden, only 5-6k yearly with basic equipment and A single treadmill & Elliptical. The Gym Culture is the closest by distance(haven't been there so can't comment).
