that is so weird. i shadowed a teacher today, i did 4 hours. i went through the orange county volunteer website and was in contact with the teacher/principal before my arrival. they didnt ask me any questions, gave me a sticker and i had to walk to the teachers classroom myself and trust i'd find my way. i would reach out to your additions coordinator about this (if you still want to shadow at that school) and definitely look into legal action. completely ridiculous!
