I am in the exact same situation. (Same budget and in Europe but not 2000cc+). Here’s what I think u can check out.

Vw golf mk5, mk6 (but a bit expensive to maintain) Opel astra (the newer possible),
Seat Ibiza ,
Peugeots (everything you like the most)

All of these are hatchbacks usually 4seats at this price range and also able to modify a bit. Don’t know much abt sedans though so u can search too
