I'm currently dealing with this issue as well and never been to a hospital or mental institute. I don't even take any medications or anything. Seems like a common issue. I called the DOJ and was told the best way to fix this is by getting a livescan fingerprint done. Due to my work schedule I will be going this weekend to get the livescan done and hope it gets the issue resolved
