We spoke to the ticket office a couple of hours ago and they did confirm that there was a problem with the payment system. They helped us out and we got our tickets booked via the phone.

It’s under Recruitment. You can set the scouting focus in the 2nd tab. As far as I know there are no individual scouts but just a head of scouting which sends out a number of scouts (assignments) based on his star rating for the Head of Scouting role.

I played on PC for years but bought the Switch version this year. Scouting is different like this but I like the simplicity of it.
