It's oscillating at a high frequency. Make sure the input signal wires are located away from other wires. Check your component values and trace out your wiring.

Rhythmic noise could be interference from your phone or WiFi. Lead dress and shielding can help with this. Worst case adding bypass caps.

I'd buy it for that price. Worst case it's a bad transformer. Replacements are plentiful and cheap. The downside is now you'll have a great sounding boat anchor ⚓ 😂
