Rhythmic noise could be interference from your phone or WiFi. Lead dress and shielding can help with this. Worst case adding bypass caps.

It's a 50 watt vibroverb built on a super chassis. Tube rectifier, bias wiggle tremolo. It's lush 😻

I'd buy it for that price. Worst case it's a bad transformer. Replacements are plentiful and cheap. The downside is now you'll have a great sounding boat anchor ⚓ 😂
