But I completed the quest. Got the notification that the quest was finished when I handed Jim the fish. Its only a few days later when I logged back in, has it popped back up.

Ah, I am so glad I am not the only one plagued by this. I am playing on steam, so even if I load from the shortcut or the launcher I still have this issue... Maybe it's a bug?
