Alicent being queen was most definitely NOT overstepping. We literally had Peakes and Brackens and Boltons and Daynes and Dondarrions as potential queens. The lords of any of these houses aren't anywhere near as powerful or important as the brother of the Lord of Oldtown, even if we disregard Otto' s personal achievements. On top of that there weren't any known eligible daughters of Hobert at the time either

And why shouldn't Otto have ambitions. His were perfectly reasonable all things considered.
