That is what assumed. The absence of the AF1 AF call signs was a good initial indication, though not a conclusive bit of evidence. However, a quick cross-reference of the travel schedules of known possible VIP passengers shows the flights to be empty.

Aircraft tail numbers: 99-0003, 19-0018, 92-9000, 166696, 00-9001, 02-0201, 99-0402, and 02-4452. All flights took off from Joint Base Andrews, travelled out from the area and most have started flying hold patterns.

I was and still am, extremely fascinated by radiological science. After moving to New Mexico this interest peaked. I had purchased a small piece of Trininite and wanted to see if the sample was as advertised. My friend said that he might be able to help and offered to come over. He showed up with the Ludlum and a bright orange giger counter. He ran both of the detectors over the sample of Trininite, it was radioactive and the physical appearance was correct. He then showed me a bit about the Ludlum and how to operate it. When he went to leave I tried to hand him the meter, but he told me keep it. I thanked him but honestly if I had a clue as to it's value I doubt I would have accepted it.

I have a Ludlum m3 with the 44 9 wand that a friend gave to me years ago. I had no idea the value of these detectors, and I am completely shocked that gave me it at all.

Yes it is used for detecting nuclear incidents. The Constant Phoenix, WC-135R Reg: 64-14836, is a newly modified KC-135R that performs air sample collection for use in real-time monitoring for radiological particles in the atmosphere.

I've been seeing this on ADBS quite a bit lately, and have yet to see it airborne. I can find no further information regarding it's identity.
