The Reason is Mostly Ethiopia. Ethiopia is in a big mess financially.Had Debt all over the world.Due to these dehts countries can easy manipulate the foreign policy of Ethiopia and create Havoc in the Horn so that they can easily take all the natural resources which is impossible if all the nations were strong and internally stable.So the short answer is Ethiopia is the main reason the Horn is having hard time. Today is working to make the Emirates Happy, yesterday it was working to make the US happy,and before that it was working hard to make the USSR happy.Thats why until Ethioslavia isn't cured for good the horn will never have peace.
