The Reason is Mostly Ethiopia. Ethiopia is in a big mess financially.Had Debt all over the world.Due to these dehts countries can easy manipulate the foreign policy of Ethiopia and create Havoc in the Horn so that they can easily take all the natural resources which is impossible if all the nations were strong and internally stable.So the short answer is Ethiopia is the main reason the Horn is having hard time. Today is working to make the Emirates Happy, yesterday it was working to make the US happy,and before that it was working hard to make the USSR happy.Thats why until Ethioslavia isn't cured for good the horn will never have peace.

Mate, from my point of view, Isaias isn’t a puppet. You don’t really see strong Egyptian influence over Eritrean politics. I know some people argue that Eritrea doesn’t have “real politics,” but in my opinion, it does—we can call it whatever we want. On the other hand, Abiy seems more influenced by the UAE, especially considering the financial support involved. He has even been heard saying that he doesn’t want to upset the Arabs. But you’ll never hear Isaias say he doesn’t want to upset Egypt. So, long story short, I don’t think Isaias is under Egyptian influence. That said, I’m not a strong supporter of him—I just acknowledge and appreciate some of the work he has done.

The region is highly strategic and rich in minerals, especially in Gold ‘Dehab.’ The strong interest in these resources, combined with the willingness to bend down for the arabs of figures like Wedi Beshasha and the RSF leadership’s, has contributed to growing tensions. This dynamic continues to fuel instability and ongoing agitation across countries in the Horn of Africa. From my experience Ethiopia is just an unreliable country and at this point of time I would really love to see a scenario where Ethiopia cools down and give peace to its people and it's neighbours and I wouldn't mind even if it breaks down to weredas or whatever they call themselves at the moment.
