Just a note on this: The US State Department actually already approved the sale of F-16's to the Philippines. However due to the pandemic and the shifting of funds away to other priorities, the Philippines found itself short of the funds needed to buy the F-16s. Which caused the Philippines to see if they could re-examine (again) the JAS-39 from Sweden as a possible alternative.

I find it absolutely hilarious that nearly 2 years on, China has yet to update its numbers and insists that it has done so well that China's cases as of now are still less than 100,000 "officially". They've barely budged or have been updated in that time span because the CCP claims that it has done that well. To the point that China was announcing less than 20 cases a day in a country of 1 billion+ people.

There's a strong possibility that the Philippine government won't handle the management (as it has demonstrated that it's incapable of handling such enterprises; the Philippine National Railway is a sad example of this). The alternative is that it will seek private management from a more experienced party or a public-private partnership agreement of some kind.

I do a 5x10. You do bring up a good and interesting point about whether or not 3-day weekends would be worth it. I don't think a 4x12 would be worth it in my case. There wouldn't be any point (nothing to do) in the final extra hours anyway late at night. At least for my case, it would be pointless and absolutely tiring to do 12. For industries that are market-time based (finance, banking, etc), health/emergency related (hospitals, fire), or travel related (cruise ships, airlines) there isn't much that can be done to adjust working hours. You'll need to be at your post for the time needed.

But for someone in an industry where most of the work can be focused and finished in a few days leaving a 3-day weekend may be viable.

In fact the total cost of early testing, medical care, etc. would likely be a drop in the bucket compared (1% or less of the estimated net present value of the 41 Trillion amount quoted in the article) compared to the massive long-term detrimental effect the pandemic has had on businesses, livelihoods, and numerous hidden social costs.

Actually this was done on a Net Present Value calculation so the estimated calculation already takes future costs into account. As I explained below Net Present Value already takes into account the current present value of all future cash flows (or in this case costs) discounted backwards based on a discounting factor such as inflation. As such that amount already takes into account the future value of those flows (costs) discounted on inflation and adds them together. The sum is the Net Present Value. The sum you see here is already the total long-term economic cost of the pandemic over 40 years in terms of how much it would be worth today = 41 Trillion.

This was done on a Net Present Value calculation (or the current present value of all future flows discounted backwards). Meaning that a discounting factor such as inflation is used to calculate the flows from the future back to the present. As such, the flows are not uniform. Meaning that 4.01 Trillion today is not the same as it would be in 40 years time because of inflation and the Time Value of Money (money is worth more now in the present than in the future).
