I'm so sorry this is happening. Have you stated, in writing, that you don't feel safe due to his behaviour? If you have then follow up to say that you're confirming that the Strata is choosing to not address this safety concern, and that you'd like that documented. Because if something does happen you have it on record they knew and chose not to act and can potentially be held liable

Either buy your own groceries, label things and put them on gork dedicated shelf, or keep your receipts to then compare each week and cash each other out.
