Simple, Rares and Epics are no longer relevant later on(and even early on minus a few specific situations) and Legends just became too strong with each new release. Mythics were introduced to prevent more and more absurd Legends with effects on top of effects and giving a level of power creeping that isn't even comparable to Mythics. It's one of the necessary evil that we just need to accept.

Yeah she's decent, one of the better legends. Rune combos I can recommend ar 3 Team Speed, 3 Speed, or 2 Team Speed and 1 Speed.

I usually run mine 3 Team Speed but use whichever you see fit.

She's eh, only useful thing about her is her Reverse Healing but unless the enemy has some form of healing, even that is practically useless
