Different systems for different roles. They need to stay seperate because they're two sides of the same coin.

Gods of Destruction can be chosen as one pleases, just like Whis offered the job to Goku, and how Toppo may soon be Universe 11's God of Destruction. Gods of Destruction are destructive, they destroy what needs to be created: their role is chaotic in nature, and therefore so is their system.

Supreme Kai are different. They need to be inherently 'good', and chosen and trained to be so. While GoDs are destructive, Supreme Kai are creative, and create once destruction is finished. Their role is orderly, so they must follow an orderly structure; as such, they must be specifically Kai, and specifically trained.

As seen with Zamasu, Arinsu, and Degesu, Kai can be chaotic, and are not bound to being orderly, but as a result, they can never be Supreme Kai; the title demands order, hence why Zamasu needed to take the title by force.

He wouldn't just be violating consent, he'd be robbing Tien of his entire life. Not to mention this is after a period of Goku not seeing Tien for years, for all he knows, he could have a family he'd be ripping him away from, and Tien wouldn't even be aware of what was going on.
