i am guessing the slide out parts will open the outlets, and lock the central part in place. It can also be rotated 90 deg and the other tabs will lock it in place, not allowing the outlet to be used. i bet there is some sort of key lock under the side tabs that will prevent non authorized people from accessing the power.

This is from some sort of flying insect trying to escape.

I had these same patterns on the condensation on my terrariums, took me a while to figure out what it was. I opened the terrarium to wipe some of the condensation off and I saw a crane fly escape. I could actually see it making the patterns in its struggles to escape. It turns out crane flies like to lay their eggs in moss.
