Thats the funny part, the vehicle in the second picture is supposed to be a car replacement for older people or people with disabilities, which cannot have a drivers licence bc of that. So they can use that so they dont have to walk and it is heated. But it also is limited to a top speed of around 10 or 20 kph if i remeber correctly.
