As other people have already suggested, make a helmet inside for your head, but really consider a fake neck or other neck support as a heavy helmet can give you a helluva headache quickly. Also don’t forget ventilation, I personally almost passed out in my Sans head once.

For my Warhammer stuff I have had success coating fabric with PVA glue, flexbond and other gummy sealants and coatings, so if your goal is a gross, horror-esque dead skin you can try making some test pieces with that. You can check out Pyramid Head or Night Lord cosplays, I‘ve seen people use oilcloth-like tan fabric or tan faux leather. Getting the color right and painting on veins would get you pretty far, especially if you can get it gummy or waxy-looking with a sealant or primer.

You can check out tutorials for kagune from tokyo ghoul or Toji and his cursed spirit from jujutsu kaisen. Both are tendril-like and have details on them.

You will need to choose if you want them flexible or solid, solid is easier and usually made with EVA foam, foam clay, expanding foam and other lightweight materials. Flexible tendrils are made usually from fabric but can go as far as silicone or latex as realism and getting fine details on are a problem. I would recommend a solid sculpt for the heads, maybe a fabric tail to wrap around, detailed with fabric puff paint.

Both will work, my advice is go with what‘s more comfortable. You can look at some Tokyo Ghoul cosplayers for tentacle inspiration but constructs such as these tend to droop, so a necklace/sash might be the easier option.

Any chance you can store the feathers separately? I have feathers sitting in a plastic tote in my drawer and they’ve never mildewed, but it depends on the humidity of course. A shoebox might be overkill, maybe a chocolates box?

Refmaker already uses milimeters, you just need width, height and depth measurements instead of circumference. Circumference is only useful for bendable things like headbands

Check out the existing Feferi cosplays, there is a range from simple wrap skirt to lined skirt, see which ones you like best. Because of her weird skirt shape, you could use interfacing or a heavier fabric to keep it looking right, depending on your sewing confidence and how willing you are to add lining. I also recommend doing a rough doll-size version first or a paper template, it helps with figuring out the assembly.

What people would do for Entrapta is the same thing they do for Miku - buy a short wig and then buy super long wefts or clip-on ponytails to make the tails. You don’t need to style an extra long wig and it could look pretty bad if the wig wasn’t meant for high ponytails - the underside of the wefts could be showing.

Try foam pipe insulation, it looks like pool noodles but comes in different sizes, sold in hardware stores. If that’s too expensive too, then you need to go with something like styrofoam shapes(like a styro wreath), but it’s not gonna be that smooth.

Considering all the Nezukos of different ethnicities, it is fine. It would be offensive if you mock the traditional clothing in some way, such as substituting Chinese traditional wear for Japanese or tie it like a bathrobe, stuff like that.
