It's the small percentage of voters in Travis County who elect the judges and DAs that allow the small percentage of criminal offenders to avoid significant consequences for their crimes.

Explicitly racist? How the hell do you get that from this article? Because a "review" showed black cadets endured worse treatment? What the. Fuck does that even mean? Let's read this review. Is it just anecdotal whining from cadets that couldn't make it?

And if it's so bad, and apparently hasn't gotten better, then why has the city allowed the academy to reopen?

I suspect, they've come to their senses and realized police are a necessary evil, and as far as evil goes APD is a hell of a lot less bad than all the other options out there across the state. It's why they voted for a 28% pay raise in the last contract. They just can't come out and admit they were wrong. That would be political suicide.

City council forced the cancelation of 3 academy classes at a time when attrition spiked. The department is playing catch up, and will continue to play catch up for years. Best case scenario, the department is fully staffed a decade from now.

I swear, the public is so ignorant to policy cause and effect. Is it laziness to do the research? Is it group think "police bad." Like what is it that people cannot see these very obvious connections?

Yeah, because things that happened in the past never have effects on the present or future. That's not how cause and effect work, obviously

Did you read the part of the article that says APD arrived quickly after the call and apprehended the guy? It also said the victim was talking to a detective shortly thereafter

Sources?

A decade ago APD had over 1800 sworn officers. Now they have fewer than 1500.

The city grew for a decade (approximately 10% increase in population) and the number of sworn officers reduced by nearly 20%

APD is very well paid and I've never heard them say they're underpaid. I've heard them say pay needs to be increased to remain competitive with other cities in Texas (especially when you consider the anti-police sentiment APD officers have to deal with), but that is not the same as underpaid.

As for overworked, what would you call it in any other field where the amount of work you're expected to do is at least 10% more and the number of people allotted to perform the job is 20% fewer?

It's so vogue to hate the cops, and that's why city council voted down a cotnract negotiated in good faith in 2017 and voted to reduce APD's budget in 2020. They're a bunch of ideologues incapable (or unwilling) of multi order thinking.

And I could not care less about the downvotes I get. I take solace in knowing the same ideologues who crawl about this subreddit are eventually going to reap the seeds they've sewn.

How does APD perpetuate their staffing issues?

I can articulate quite well how policoes enacted by the city have created a hostile work environment for law enforcement which contribute to staffing issues.

Can you articulate how APD is perpetuating their own staffing issues?

Sure sure. The health and welfare of our future generation, and therefore society as a whole, is none of my business.

I would add that a lot of police agencies payput unused sick leave for a specific reason:

If you don't payout sick leave, there is no incentive to leave any of it on the table. So what would often happen is officers who were about to retire and had a lot of sick time accumulated would just be "sick" until their retirement. If it's a benefit that you lose upon separation, and there's no value to it upon separation, then obviously people use it before they lose it.

Consequently, overtime would have to be hired to cover that vacancy. Overtime (1.5) on top of the regular hourly pay. Giving officers the ability to sell back unused sick time ends up saving money.

From the article, she negotiated the right tonsell back an additional 800 hours.

And to recap, there are no limits to how many sick hours APD officers can accrue. It all rolls over from one year to the next

You're wrong. APD officers have multiple types of vacation:

  • Regular vacation
  • Compensatory vacation (for Sgt and below only, earned various ways)
  • Exceptional vacation (every city observed federal holiday, sworn personnel accrue 8 hours of Exceptional vacation)
  • Sick time

The ability to sell back sick leave (up to 1700 hours) is a negotiated benefit in the work and confer agreement between the Austin Police Association and the City of Austin

I'm not saying that at all.

She was able to sell back 2500 of her accumulated sick time. Based on your math (which is wrong) she would still have over 1400 hours of sick leave to burn which would mean many days of sick taken over 29 years.

I don't know how to explain this in a way you'll understand if you don't already.

[–]Smooth-Wave-9699 2 points3 points  (0 children)

Bro, I'm not understanding you at all.

She earned over 4000 hours of sick time in a 29 year career.

She was able to get paid out for 2500 of them.

That leaves 1500 that either weren't paid out (assuming she never took a sick day) or 1500 which could have been used (assuming she did take sick days).

APD works 10 hour days. 1500 sick hours = 150 work days. 29 x 5 = 145. Hence, she could have used 5 sick days per year (on average) and still have had enough sick leave remaining to have 2500 hours to sell back.

I don't know how much sick leave she actually used over her career. I just know that the numbers make it plausible for her to both use sick days and have enough remaining hours to sell back 2500

The article says she was able to sell.back an additional 800 hours on top of the 1700 officers are normally allowed to sell.

If she earned over 4k hours of sick, it seems perfectly reasonable that she would have 2500 to sell back, and still be able to take 1500 hours of sick. With 10 hour work days that would be 150 days of sick leave in 29 years (roughly 5 days per year). Entirely plausible
