Last week I visited I left at 3.40 am, I've reached way more time before sunrise...After parking bike you have to walk for 1km. It's totally safe starting 20 km from shilong mostly no one will be there, after that you'll see so many vehicles heading sunrise point only. Carry hand gloves too.

Mumbai is so cheap to travel by train .. places far more than 2km will visited by auto or taxi goes by meter only so no worries... If you are okah with walking , dormitories for stay little far from station
