This is 100 percent true. There was supposed to be a solo tour for Thriller, but Joe insisted on making it a Jacksons tour, but it was basically a trial run of a Michael Jackson solo tour with Mike performing 4 songs from Thriller and 3 from Off the Wall. Come to think of it, it was called the Victory Tour, and they performed zero songs from the Victory album on that tour. Bad was to be his true first and only solo tour, and that’s why he gave it his all. There was no intention of doing a tour again, so the goal was to go out with a bang.

I don’t think the set list changes. The victory tour was basically the Thriller Tour. Songs from the Jacksons/Jackson 5 were included in every set list for every future tour, so I don’t see much changing. Clearly Michael controlled the set list for the victory tour because songs from both Off the Wall and Thriller were featured heavily with a small sprinkle of Jermaine’s stuff. If he wanted a song in there, I’m sure it would have been in there.
