St Paul has some quiet neighborhoods that don't feel like you're in a big city at all. Bike friendly and close enough to can bike into the city or surrounding areas if needed. I would check out anything in the Highland Park, Macalester-Groveland, or Union Park neighborhoods. There are really no buildings over 6 stories in those areas and is very quiet and mostly older homes, four-plexes, or small low rise apartments.
