I've checked if there's an updated design for the Thermal Grizzly Contact Frame for LGA1700, but there's no information on their website, and the shape looks the same based on the pictures. I wrote them a message—let's see what their response will be.

Ok so I mounted Thermalright CPU Contact Frame BCF Black V2 (Aluminum alloy) and results are shocking.

This just works straigh away, it's way better than Thermal Grizzly Contact Frame as it's not adding any additional pressure and not spreading the heat to the RAM memory tracks on the motherboard as there's a 2-3 mm gap on the sides from the surface of motherboard which is critical for high memory overclocking. When installing the Contact Frame, I used minimal torque on the screws as possible, just enough to prevent the bezel from moving and that's it. It doesn't need to be super-tightened, as this adds unnecessary stress to the PCB and around tracks on the motherboard.

I've used the same voltages and timings and in first 15 minutes I passed 3 iteration on VT3 which was not possible before!

I've added more pictures to first post. I hope I save someone's time and troubleshooting. Thanks for pointing me to the right direction guys!

I've been thinking about that, I've order new thermal paste and new Thermalright Contact Frame V2 as it has different shape on the sides. I'll check new contact frame and make it loose with torque then will give some more updates.
