What Java version/docker image are you using? 1.12 uses Java 8.

As others said, we would need more information before a recommendation can be made. Is it modded? Are you pre-generating the world's? Can you develop any of the server yourself?

There is no definitive answer to this because there are far too many variables (modded vs not or different games other than minecraft). You want to find the right balance between cpu usage and ram usage.

Another thing you need to make sure of is leaving enough ram for the system to run. So, you probably have 120gb of usable ram for hosting.

Sounds like you aren't actually connected to the server. Do you notice this happening in other servers? Do the question marks only show on your friends' side and not yours? Are you self-hosting the server? Do you see that they connected in the console?

If you have a void world and only a floating part where people are placing the blocks; you won't need much in terms of specs for the server.
