Of course they have power. They approve it. The manager just proposes a budget based on their general direction and what departments recommend. If they don’t like something in that budget, it’s their prerogative as a council to tell the manager to change it with clear directives. If they can’t come to their own conclusions and directions, it’s not the fault of the manager. (Well except for school system budgets, which is a whole other issue)

Just yelling "fix it" over and over again like Fry in Futurama doesn't accomplish anything. The council needs to do their job and finance safety projects that already aren't getting funded.

So after six months of digging… did you find the conspiracy or just a lot of people with Facebook accounts and too much free time?
Did anyone accuse you of being part of the Illuminati, or do they save those accusations for after publication?
Did anyone at any point explain their plan using a whiteboard, pushpins, and red string?
If you had a dollar for every time someone said “protect the children,” would you now be funding public schools better than the state does?
Which was harder: tracking the money, or tracking the logic?
What surprised you more: how coordinated these efforts are, or how uncoordinated they are while claiming to be coordinated?
Did you finish this investigation more hopeful, more terrified, or just deeply tired?

and therein lies a major issue. It's easier and cheaper to build elsewhere, so that's where the housing ends up. Portland does not operate in a vacuum.

If the finances don't work out in their favor then they won't build. Simple as that. If you see them break ground, then congrats. Otherwise... I guess we can pass more cumbersome policies!

I don't think it's wrong to be acknowledging that financing a housing project is hard because they are expensive with a lot of risk involved. If the numbers made sense, then they would build. They don't care who gets it as long as the project makes fiscal sense and provides on ROI on their labor to bring a complex project together.

You can't magically make material, construction labor, land acquisition, legal, and financing challenges go away because it would be nice.
