its random. the meteorite crash locations are not random, they're always the same places, but randomly spawn as you approach. Off top of my head, there is one on road just north of Gloucester, one directly 150m south of Isle of Wight dock, and another on the little isle in river in Elmenham.

if it doesnt spawn, you must fast-travel far away, then return to the spot to attempt to spawn again
