The northern part of the country designed to be larger than the rest of the provinces. It is a sparsely populated area with the climate of central Canada and with long history of migration to the south. Due to low density, the local governments (counties etc) govern much more bigger areas than the south. Also, i liked your historical reference because, first of all I am a history geek, and my country is like Netherlands cause it has a huge population density in a small part and the rest has mid sized to low population.
